WEBJul 14, 2024 — To clarify the title of the app that does this is 'Outlook (new)'. When I click on the mail icon, it redirects me to the Outlook (new app), however when I click the outlook icon I am directed to the older version of outlook. I'm not sure if that has anything to do with it, but it's only the Outlook (new) app that opens multiple tabs by itself.

I discovered that OUTLOOK.EXE is found in the "C:\Program Files\Microsoft Office\root\Office16\OUTLOOK.EXE". I can run Outlook from double-clicking on OUTLOOK.EXE.
