It is in the city but really depends on what kart if the city you are staying in. Entry was affordable and for a good cause. It is very worth it!!

The starting price is 16,000 Rwf (roughly 20USD) for all visitors but there are also options to do guided tours which vary in price for locals and foreign visitors.

I honestly can't remember the exactly amount, but yes admission itself is free (but a donation is encouraged), and the headset is roughly $15. The headset was great for in the garden/cemetery area, however I actually found that inside the displays/videos were plenty informative on their own.
