There are about eight steps to get in the front door and twenty steps to get to the second floor. The Mary Todd Lincoln House is partially wheelchair accessible. The first floor of the museum can be reached via a handicap lift (staff assistance needed) and is wheelchair navigable. The second floor is not wheelchair accessible. Hope this helps!

The Mary Todd Lincoln House is a private, non-profit museum. It is listed as a site on the National Register of Historic Places but is not a part of the National Park Service.
The Sunday we stopped by it was open Dec 13. Please call before you go. They have tours and special events for a cost and we were invited in for the tour.
