No, dogs are allowed on-leash only. There are very few off-leash areas in Lake Country - basically dog parks only. Most trails are steep on Spion Kop so dogs could knock people over and there is lots of wildlife that is protected. People have been fined before for letting dogs go off leash. Enjoy the park.
