A 38-year-old Waterloo, Ont., woman has been killed after their vehicle drove over a snowbank on the Highway 7 flyover ramp and fell onto Highway 8 below.

Signs are posted, but the on- and off-ramp was designed in a way that simply isn't always clear, experts say. Many drivers seem to hesitate, perhaps understandably, before committing to a direction.

The on-ramp was closed last year as part of a $500 million construction project.
