In 2004, the FAA introduced the "Light-sport aircraft" category. The Ultralight category was introduced in the 80's. So this is not the forst new category since 1940.
The shift required the FAA to issue the SFAR to recognize the new class of powered-lift aircraft within its pilot training and operating regulations—something it committed to doing within two years.
