A proposal for major upgrades to the Xcel Energy Center complex in downtown St. Paul has a steep price tag at nearly $770 million, and supporters of the project hope the Legislature will pick up half the tab.

The proposed overhaul goes beyond sprucing up the 25-year-old, 18,000-seat multi-purpose arena for concerts and hockey fans.

The city and Minnesota Wild owner Craig Leipold would fund the remaining half of the $769 million project under the proposal.
