Europe and the United States say progress has been made but there were no breakthroughs during a meeting in Paris to negotiate a settlement of a tense tariff spat with global economic ramifications.

The increase in U.S. metals tariffs applies to all trading partners except Britain, the only country so far to strike a preliminary trade agreement with America during a 90-day pause on a wider array of Trump tariffs.

Prime Minister Mark Carney said Canada won’t respond immediately to the Trump administration’s doubling of steel and aluminum tariffs, and indicated that officials are in “intensive discussions” about the trade relationship between the countries.
