PALM BEACH, Fla. — Baseball Commissioner Rob Manfred says he is getting emails from fans concerned over the sport’s lack of a salary cap following an offseason spending spree by the Dodgers that sparked increased attention over the expiration of the collective bargaining agreement in December 2027.

This winter has seen a lot of talk around the overlapping issues of competitive balance, a salary cap and player retention. Most of that talk is related to the Dodgers.
