The bill's sponsor said the bill is necessary to prohibit sexually explicit material from schools, while opponents said it would lead to an increase in book bans by or about people of color or LGBTQ.

Sen. David Wheeler, R-Huron, brought the amendment for House Bill 1239 and said it got to the “heart” of the issue so people can get questions answered about books without threatening prosecution.
