Partnering with the development community to facilitate the production of housing on City lands is a central component of our strategy to deliver more housing across Oʻahu. The City’s procurement process via the issuance of Requests for Proposals (RFPs) is time consuming and capacity draining.

The City’s Strategic Housing Plan, led by City staff and a volunteer steering committee, will offer strategies to increase housing availability, stabilize rental and home ownership options, and develop policies aimed at preventing homelessness.

In December 2023, City Council approved a series of goals including completing a strategic housing plan in 2024. What are our housing needs? What are our housing objectives and SMART housing goals? What policies and programs should we pursue to meet our goals? What resources and partnerships will help us meet our goals?

Jan 27, 2025 · The plan provides a strategic guide to focus policy efforts and resource decision-making in creating and maximizing community-based housing opportunities for identified populations over the next five years.

In 2021, Insight Housing leadership, staff, the Board of Directors, funders, stakeholders, and clients met and partnered together to develop a new 3-Year Strategic Plan (calendar years 2022-2024) for the Agency.

Our plan seeks to create or preserve 150,000 homes for supportive housing and 450,000 additional homes affordable to people with extremely low incomes and drastically increase the availability of services including Medicaid-funded tenancy supports in 35 states.

The City’s Strategic Housing Blueprint, adopted by Council in 2017, is a 10-year plan to help align resources and facilitate community partnerships around a single, strategic vision to create 60,000 affordable housing units for those making less than 80% of the median family income and ensure that there is affordable housing throughout the city.

Jan 25, 2025 · In 2020, the City of San Antonio began work on a Strategic Housing Implementation Plan (SHIP) to actualize strategies presented in the Housing Policy Framework that was adopted by City Council in 2018. This work includes determining timelines, partners, specific action steps and funding approaches.
