The only way to get those is to get them at Best Buy, either by camping at one of their roughly quarterly in-person drops at a few BBs, or by getting one of their online drops which have been super spotty. You can see MSRP for other models here. AIBs (non-Founder's Edition) are way more.

However, given the 4070 Ti competes with previous generation flagships in terms of performance, they had to drop the price.
