Commodore Louis Kaestner (played by Dabney Coleman and in flashbacks by John Ellison Conlee), was an Atlantic City power broker and the originator of a system tying together politicians and racketeers in the city. He was the mentor of Atlantic County Treasurer Nucky Thompson. Everything Nucky knows about "the business" - he learned from Kaestner.
